The Experiential, Enriching and Empowering Programme is a collaborative initiative dedicated to equipping Special Educational Needs (SEN) students with the practical skills, professional confidence, and career guidance required to thrive in the modern workforce. Koo Foundation has worked with Fortress Hill Methodist Secondary School for the past few years, aiming to dismantle barriers to employment and foster a more inclusive society where every youth has the opportunity to shine.
The Milestones of Programme 3.0
During the 2023 - 2025 academic year, the programme 3.0 phase achieved exceptional results, exceeding expectations on multiple fronts. The programme successfully secured a graduation employment rate of 56% (22 out of 39 students), and the school's network of supportive employers grew by over 40 new partners, dramatically expanding the variety of industries and job types available for student internships.
The programme's effectiveness was also formally validated by a research report from the Faculty of Medicine at The Chinese University of Hong Kong, which highly praised structured work internships as a key tool for helping SEN students transition from school to career.

Programme Details
Driven by the outstanding success and positive feedback of the 3.0 programme, the Koo's Giving Charitable Foundation has enthusiastically renewed its partnership with Fortress Hill Methodist Secondary School to launch the EE 4.0 Internship Programme (2025–2027).
To elevate our training model, the EE 4.0 programme introduces several innovative, highly practical components:
1. The On-Campus Laundry Classroom: The Foundation has funded the construction of a fully equipped, professional Laundry Classroom in the school's basement that replicates a real-world commercial laundry environment, allowing students to learn complex operational tasks through structured, hands-on physical practice. Currently, 8 students are actively training in this space.
2. The 11th School-Based QF Course - To ensure students earn recognised credentials, the school is utilising the new facility to register its 11th school-based Qualifications Framework (QF) accredited course (Laundry Services). This course is specially designed to build self-care capabilities and standard vocational skills for high school students.

Through these innovative implementations, we foresee an incredibly bright future for our students. With specialised, accredited training in hand, graduates will be uniquely prepared for direct placement into commercial hotels, residential care homes, and professional laundry companies across Hong Kong. Backed by these new capabilities, we project that the overall graduate employment rate will rise to 60–65%.
